Seaboard Phase 1 Technical Plan
In June 2024, the City, in collaboration with consultants Dover, Kohl & Partners, initiated the development of a Master Plan for the Seaboard Area. Over the following nine months, the process included site visits, public outreach, stakeholder meetings, a design charrette, and public presentations. This effort culminated in the City Council’s adoption of the Seaboard Master Plan on March 11, 2025. For more details on the process and the adopted plan, [click here].
As of January 2026, Dover, Kohl & Partners have been re-engaged by the City to prepare the Seaboard Phase 1 Technical Plan, a critical step toward future redevelopment of the Seaboard Area. This six-month process will include:
- Technical Working Group
A collaborative team of citizens, stakeholders, and City staff will review ideas, evaluate solutions, and provide essential input throughout the project. - Draft Technical Plan
- A detailed site plan focusing on City-owned property and adjacent areas.
- Inclusion of property lines, existing and proposed streets, geographic features, parcelization, and basic above-ground infrastructure.
- This plan will serve as the foundation for a regulating plan.
- Rough Yield Analysis
An estimate of potential residential units, non-residential square footage, and parking capacity within the plan. - Development Standards
Form-based design principles will guide long-term property development and serve as the primary implementation tool. - Regulating Plan
A framework prescribing the distribution of building types, street types, and public spaces in alignment with the Technical Plan. - Marketing Materials
Designed to communicate the Technical Plan to the public and assist the City in attracting prospective development partners. - Street Design Package
Conceptual designs for streets associated with the first phase of development, including Seaboard Avenue and a new street identified in the Master Plan.
These components will be refined throughout the process to produce a comprehensive set of documents that will guide the initial implementation phase of the Seaboard Master Plan. The public is encouraged to stay informed and engaged through updates on this webpage.
