General Statement of Job

Develops, implements, and integrates all technical aspects of the Utilities Department’s Geographical Information System (GIS).

 

City Expectations:

In addition, certain essential city services are required to be maintained in any civil emergency. Depending upon the type of emergency, any and all employees may be activated as essential employees in the event of an emergency.

 

 

Specific Duties and Responsibilities

Essential Functions:

 Coordinates and maintains applicable GIS functions for the City of Venice.   

Provides GIS support for Utilities Department’s projects and asset management by utilizing dataset and tabular attributes, analysis, maps, and reports.

 Collects and maps utility assets using high accuracy Global Positioning System (GPS) equipment.

 Provides GIS technical support regarding asset locations and system attributes to department personnel and utility customers.

 Administers ArcGIS Online Accounts for the Utilities Department.

 Assists with the research and evaluation of new technology and developments to modify, enhance, and resolve issues with existing systems.

 Responsible for staying current with GIS methods and technologies.

 Researches and compiles information on a variety of departmental issues from multiple sources.

 In addition to performing all the above functions, a GIS Analyst Level IV coordinates and provides guidance to other City GIS personnel.

 

Responsibilities:

 

Responsible for maintaining Utilities Department GIS systems and the timely and accurate completion of work assignments within established departmental guidelines.  Responsible in work to the Technical Unit Supervisor or designee.

 

Minimum Education and Training

 

Level I (Grade 130)

High School graduate or equivalent with some college level administrative/computer/GIS courses.  One (1) year experience in the GIS field using ArcGIS 10 or AutoCAD preferably in utility operations.

 

Level II (132)

  1. Vacant position authorized in the department budget.
  2. An Associate’s Degree from an accredited institution in GIS or related technical field.
  3. Two (2) years’ experience in the GIS field using ArcGIS 10 preferably in utility operations.
  4. Experience with relational databases or structured query language (SQL) preferred.

 

Level III (Grade 134) 

1          Vacant position authorized in the department budget.

2.         (a) A Bachelor’s Degree in Computer Science, Geography, GIS or related technical field; or

  (b) Level II Minimum Education and Training requirements with additional Environmental Systems Research Institute (ESRI) training certifications.

3.         Four (4) years’ experience in the GIS field using ArcGIS 10 preferably in utility operations.

4.         Proficient with ESRI Survey 123, Collector, or Explorer.

5.         Knowledge of Visual Basic or Python programming languages.

 

Level IV (Grade 136) 

1          Vacant position authorized in the department budget.

2.         (a) A Bachelor’s Degree in Computer Science, Geography, GIS or related technical field; or

  (b) Level II Minimum Education and Training requirements with additional ESRI training certifications.

3.         Six (6) years’ experience in the GIS field using ArcGIS 10 preferably in utility operations.

 

 

Minimum Qualifications and Standards Required

 

Skill Requirements:

Proficient in the operation of ArcGIS software and related equipment including data collectors, plotters, printers, and scanners.  Ability to work independently of direct supervision and capable of sustaining regular and predictable attendance.   Familiar with cartographic standards and spatial analysis; as well as converting data to and from various formats for use in GIS and other programs or devices.  Ability to recognize and correct inaccuracies in data, read and interpret computer aided design (CAD)/engineer record drawings, legal documents and imagery.  Must be able to create and edit ArcGIS Online Web Maps and Apps using ESRI Enterprise accounts.   Ability to establish and maintain effective working relationships with co-workers, supervisors, City employees and the general public.   Possess a valid Florida Driver’s license (or valid out-of-state driver’s license), free of any serious violations. Out-of-state applicants have 30 days from start of employment to attain a valid Florida Driver’s License

 

Requires a working knowledge of the current version of Microsoft Office Professional software suite including proficiency with Word and Excel.  Must have a basic understanding of the current version of the Microsoft Windows operating system.  Familiarity with AS400/Sungard applications preferred.  Working knowledge of the Microsoft Exchange e-mail application or equivalent and Internet Explorer is also highly recommended.  Ability to learn specific computer applications used in the Utilities Department.

 

Physical Requirements:

Ability to sit, stand, walk, bend, stoop, lift, carry, or minimal physical exertion.  Requires finger and wrist dexterity and hand/eye coordination to perform keyboard functions.  Ability to see; hear well, with or without aids; and speak clearly and distinctly.   Capable of working both indoors and outdoors and work under the pressure of deadlines and conflicting priorities.   Reasonable accommodation will be considered for individuals with physical disabilities.

 

Working Conditions:

Work is primarily performed in an office environment with occasional field work to obtain GPS points of city assets.

 

Other:

Actual Starting Salary:

 Level I (AFSCME Grade 130)  $21.6397/HOUR- $45,010.58 /ANNUAL

 Level II (AFSME Grade 132)             $23.1811/HOUR-$48,216.69/ ANNUAL

Level III (AFSME Grade 134)             $24.8320/HOUR- $51,650.56/ ANNUAL     

 Level IV (AFSME Grade 136)             $26.6005/HOUR  $55,326.04/ ANNUAL

  

(Except as may be provided in Article 9 of the AFSCME Agreement for promotion, transfers, demotions, etc.)
