
The city’s comprehensive plan contains elements relating to management of growth and quality of life in Venice. The plan analyzes the city’s vital functions. The current document was adopted in 1999. An updated comprehensive plan is scheduled for completion this year. The involvement of interested citizens is a critical ingredient in the planning process. The Planning Commission and City Council review all elements. The final document is approved and adopted by ordinance.
Future Land Use Map
The Future Land Use Map (FLUM) represents committed land-use patterns and analysis of future land-use needs. All land development regulations, including the zoning map and subdivision ordinance, must be consistent with the FLUM.
Comprehensive Plan Amendment
The Planning and Zoning Department is responsible for the processing of changes to the future land-use map and/or text in the comprehensive plan. Amendment applications are accepted during specific planning cycle dates. There are two types of amendments: small-scale amendments (parcels containing ten acres or less) and large-scale amendments (parcels of more than ten acres). The processing of a plan amendment includes staff review, public hearings by Planning Commission and City Council. The determination by City Council is transmitted to the required county and state review agencies, approved, and adopted.

DCA is the state authority for growth management, building codes and disaster recovery initiatives. It consists of community planning, housing and community development, and emergency management divisions.

The Community Planning Division reviews comprehensive plans and plan amendments of cities and counties in the state for compliance with the Growth Management Act. Other review agencies also review comprehensive plans and amendments and issue comments and recommendations to DCA.
