MINUTES OF A REGULAR MEETING

HISTORIC PRESERVATION BOARD

VENICE, FLORIDA

 

January 15, 2010

 

A Regular Meeting of the Historic Preservation Board was held this date in Council Chambers at City Hall.  Chair Jean Trammell called the meeting to order at 9:00 a.m.

 

I.          ROLL CALL

 

The following Board members were present:  Chair Jean Trammell, Vice Chair Judie Bauer, Betty Intagliata, Margee Katterheinrich, Jim Middleton, Carolyn Shrauger and Ex-Officio Council Member John Moore. Robert Brooke was absent.

 

Also present:  Director of Historical Resources James Hagler and Recording Secretary Susan Schult.

 

II.        APPROVAL OF MINUTES

 

Ms. Intagliata moved that Minutes of the Regular Meeting held December 18, 2009 be approved.  Seconded by Ms. Bauer.   MOTION CARRIED ON VOICE VOTE UNANIMOUSLY.

 

III.       UNFINISHED BUSINESS

 

1.         Lord-Higel House Tour Report

 

Mr. Hagler reported the tour was held last week with representatives from the Friends of the Lord-Higel House, himself and Ron Higel. He displayed photos of the windows and doors with missing caulking, reported there are 18 windows that are in need of stabilization, which are not restoration repairs, so volunteers may do the repair work. Mr. Hagler noted there is insurance coverage through the Friends of the Lord-Higel House and the city, requested approval for volunteers to re-caulk the windows and to cover the door on the west side of the house with a sheet of plywood that will be painted the same color as the house. He noted this door is not the original door, the repairs are needed to protect the house, and he has not addressed the upper level.

 

Jack Bauer, Friends of the Lord-Higel House, stated there are four gallons of yellow paint and that one of the windows slid open making the house vulnerable to the elements.  He answered questions concerning the status of the lease stating it is with their attorney, talked about the cost savings in having volunteers work on the house, and stated he will submit the lease to Assistant City Manager Nancy Woodley as soon as he receives it from his attorney.

 

Discussion followed regarding whether the lease allows the tenants to do work on the house without board approval, the certificate of appropriateness, major or minor repairs to the house, the Lord-Higel House historical significance ordinance being approved by council on first reading, and the board’s authority over the restoration.

 

(9:13) Ms. Intagliata moved that the repair work requested by Mr. Hagler and Mr. Bauer move forward.  Seconded by Ms. Katterheinrich.  MOTION CARRIED ON VOICE VOTE UNANIMOUSLY.

 

IV.       NEW BUSINESS

 

            1.         Election of Chair and Vice Chair

 

Ms. Trammell queried the board on nominations.  Ms. Katterheinrich nominated Ms. Bauer to serve as Vice Chair of the Historic Preservation Board.  Seconded by Ms. Intagliata.  SEEING NO OTHER NOMINATIONS, MS. BAUER WAS ELECTED AS VICE CHAIR OF THE HISTORIC PRESERVATION BOARD.

 

Ms. Katterheinrich nominated Ms. Trammell to serve as Chair of the Historic Preservation Board. Seconded by Ms. Shrauger. SEEING NO OTHER NOMINATIONS, MS. TRAMMELL WAS ELECTED AS CHAIR OF THE HISTORIC PRESERVATION BOARD.

 

V.        ANNOUNCEMENTS

 

Ms. Bauer reported $1,316.20 was raised throughout the summer from restaurant fund raisers and a flea market for the Lord Higel House.

 

Ms. Intagliata reiterated the Venice Area Historical Society will host speaker Dr. Mormino at Village on the Isle on January 26, 2010, on February 23 John Anderson will speak on the Tuskegee Airman of WWII, and on January 24 the Preservation Coalition of Sarasota County is having a luncheon social at the Sahib Shrine facility.

 

Mr. Hagler reported the archives will be opening an exhibit on the army air base WWII on February 23, 2010, and the premier of the book National Registrar of Historic Places will be January 28.

 

Ms. Shrauger distributed a sample notification to homeowners regarding the educational website now being listed on the Triangle Inn website, queried the board on which announcement to use, and asked any suggested changes be emailed via city email accounts.

 

Mr. Hagler answered questions concerning historic district locations in the city and surrounding historic districts.

 

Ms. Shrauger reported the city has approved to pay the postage on the website notification and Mr. Middleton agreed to provide a mailing list of historic homeowners.

 

Discussion ensued on the user friendly aspects of the website, using a different color font to indicate a link to another website, and the Friends of the Lord-Higel House having a link on the Triangle Inn website.

 

Ms. Bauer stated the Triangle Inn trolley tours start tomorrow, they are sold out, and gave the dates of trolley tours. She reminded the board of the Bertha Palmer tea at Eagle Point on Valentines Day and answered questions regarding the tours of Eagle Point and possible speakers at the tea.

 

Ms. Trammell noted Spotlight Venice would love to cover these events and encouraged board members to contact her to coordinate filming.

 

Mr. Hagler announced walking tours of the historic district have begun and the price is $10 per person.

 

VI.       ADJOURNMENT
