Venice has a council-manager system of local government. This system combines the political leadership of elected officials in the form of a city council with the managerial experience of a city manager.
The council is the legislative body empowered to make decisions by the citizens who elect its members. Council hires and supervises the charter officers.

Ed Martin, Mayor

Mayor Ed Martin was elected in November, 2007. He and his wife, Peggy, moved to Golden Beach in 1994 after retiring from a career with the federal government managing programs in special education and rehabilitation.
He holds a bachelor's degree from Muhlenberg College, Allentown, Pa., a master's degree in speech pathology from the University of Alabama, and a Ph.D. in speech pathology and psychology from the University of Pittsburgh. |

Vicki
Noren, Council Member

Council Member Vicki Noren was elected in 2003. She represents the city on the Manatee/Sarasota Counties Metropolitan Planning Organization (MPO). Before being elected, she served as a member of the city's Parks and Recreation Advisory Board and Municipal Code Enforcement Board.
Ms. Taylor holds a master's degree in health services administration from Central Michigan University and undergraduate degrees in nursing and political science. She served on the board of directors of the Venice Area Chamber of Commerce and is a 2000 graduate of Leadership Sarasota County.
She has lived in Venice since 1993. |

Sue Lang, Council Member

Council Member Sue Lang was elected in November 2007. She serves as ex-officio on the Planning Commission and the Architectural Review Board. She is also the liaison to the Venice Housing Authority.
She moved to Venice in 2003 after retiring from city government in Hartford, Conn.
She holds a bachelor's degree in human services administration and a master's degree in economic development from New Hampshire College, and attended the Harvard University Graduate School of Design fifth annual Harvard Institute of Affordable Housing.
She served as president of the Venice Neighborhoods Coalition Inc., and has been a member of the Sarasota County Council of Neighborhood Associations, Citizens for Sensible Growth and the Sierra Club. |

Ernie Zavodnyik, Council Member

Council Member Ernie Zavodnyik was elected in November 2007. He serves as ex-officio to the Municipal Code Enforcement Board and Parks and Recreation Board.
Before retiring, Mr. Zavodnyik was assistant corporation counsel to the city of Chicago and staff director for the American
Bar Association Judicial Administration Division.
He holds a bachelor's degree and law degrees from the University of Notre Dame.
Since moving to Venice, he has been active in the Epiphany Cathedral Parish Council and is a member of the Venice Neighborhoods Coalition, Venice Area Audubon Society and Notre Dame Club of Sarasota.

Simmonds, Council Member

Council Member John Simmonds was elected in 2003. He serves as ex-officio on the Airport Advisory Board and the Committee on Senior Living.
Before being elected to City Council, Mr. Simmonds served on the Blue Ribbon Charter Review Committee, the Airport Advisory Board, the Police Pension Board, and was appointed to fill an unexpired city council term in 2000. Mr. Simmonds holds a bachelor of science degree from Sacramento State University in California.
He served as a pilot in the United States Air Force, from which he retired after 28 years of service. His military experience included a combat tour in Vietnam. He served as the mayor of Winter Haven, Fla., and was the personnel manager for the Winter Haven Hospital, director of school planning and construction for Dade County Schools, was CEO of an umbrella corporation owning three healthcare corporations, and was the owner of a high-end furniture and design company.
He and his wife, Sarah, have lived in Venice full time since 1994, after decades of owning a weekend home here. The Florida native was born in Bradenton. |

K. Moore, Vice Mayor

Vice Mayor John K. Moore was elected in 2002.
He serves as ex-officio on the Venice Historical Commission. He represents the city at Manasota League of Cities, Sarasota County Tourist Development Council and Tourism and Economic Development Board.
Before being elected to the council, he served as chairman of the Municipal Code Enforcement Board.
Mr. Moore holds a bachelor of science degree in civil engineering from Virginia Military Institute and a law degree from Georgetown University in Washington, D.C. He served in the U.S. Army.
He, and his wife, Linda, moved to Venice in 2000 from Virginia Beach, Va., where Mr. Moore served as circuit court judge. The couple have three children and six grandchildren. |

Rick
Tacy, Council Member

| Council Member Rick Tacy was elected in 2002.
He is the city's representative to Sarasota County Economic Development Corporation, Sarasota County Transportation Disadvantaged Coordinating Board and the Water Planning Alliance Board.
He moved to Venice in 1983 from Massachusetts and graduated from the University of South Florida with a degree in business administration in 1987. He worked in the Sarasota County property appraiser's office for 12 years. He is an active member of service organizations such as Sertoma Club of Venice, Masonic Lodge and Moose Lodge.
